China’s central authorities released its first document of the year on Tuesday, urging the acceleration of long term plans for the industrial sector to support agriculture. The document embraces a set of ideas set forth by the central government, and urges increasing investment and financial support in agriculture and the countryside. The document makes clear that the focus on infrastructure investment should shift from cities to countryside. It puts forward that public fiscal support in rural areas should be expanded and that new funds for agriculture should be steadily increased. In an effort to create more jobs for migrant workers from the countryside, the document calls for equality between the urban and rural workforce, and establishing a social security system in rural areas. The document also urges system reforms on land acquisition, residents’ registration in order to boost the rural economy.
